Do you know if it is harmful to start running if your daily intake is too low/restrictive? Should I wait until I have a relatively normal (1200-1500) intake? Will I build muscle with an inadequate diet?
Yes it is harmful to do any form of exercise if you are not consuming enough calories. It’s hard for me to answer this question, since I know nothing about you. Also since I’m not studying nutrition or anything of the sorts.
I don’t count calories anymore, but I aim to eat about 1900 calories every day. Sometimes more, and sometimes a tiny bit less.
This website is a good calculator of how many calories you should be eating based on your activity level. Once you calculate your BMR (Your BMR is the least amount of calories you should be consuming each day. This is the amount of energy that it takes your body to preform tasks like breathing, staying awake, etc.), it will have you multiply your BMR by a number based on your activity level in order to decide how many calories you should be consuming in order to maintain your weight.
If you are trying to gain weight add an additional 500 calories on top of your maintenance caloric needs.
If you are trying to lose weight, it suggests multiplying your maintenance weight by 15%-20%

I’m not sure what you classify as an inadequate diet, but in order to build muscle you need to be consuming more calories than your maintenance level of calories. As for eating healthy foods in a inadequate diet, I will direct you to this lovely post.
